Individual No-Discharge Permits
An individual permit is tailored specifically for each application and allows ADEQ to put specific conditions on each permitted facility or activity depending on its unique conditions. Most individual permits take 180 days to issue after the application is deemed administratively complete.
Permitting Procedures for Specific Facility or Activity
Individual permits are developed for a specific facility or activity. ADEQ recommends reviewing the Permitting Procedures document and the relevant laws and regulations before getting started. Each Permitting Procedures document is specific to the individual permit application process.

ADEQ considers issuing a permit to facilities seeking coverage only after payment has been received. Follow the permitting procedures under each individual no-discharge permit type.
When applicable, submit the completed application package, including all supporting information and materials, via ePortal, email or mail:

Most No-Discharge Permits may be completed and submitted online through the ADEQ ePortal site.
- Select Organization. A drop-down menu will appear.
- Scroll to Water Division and select No-Discharge Permits to find form selections.
- Before using ePortal, register online then download and complete the ADEQ Electronic Signature Agreement form and mail it to the Electronic Signature Agreement Committee, Arkansas Department of Environmental Quality, 5301 Northshore Drive, North Little Rock, AR 72118.
Submit application and all supporting information and materials in the Portable Document Format (PDF) to Water Permits Application.
Mail application and all supporting information and materials by U.S. Certified Mail (Return Receipt Requested), Federal Express, or hand-delivery to the address below. ADEQ's office hours are 8:00 a.m. to 4:30 p.m. Monday through Friday, excluding holidays.
